Foreign Corruption Level 1-2 - Linked with Culture Rate but not specificly reliant upon it - % of enemy income is stolen via telepathically reprogrammed officials and/or privateers/corporate interests.
Two Harmony Temples
Psi-Cops Level 1-2 - Increased chance of catching spies. %
Foreign Corruption Level 3-4
Three Harmony Temples
Foreign Sabotage Level 1-2 --small % of destroying foreign infrastructure/logistics/defense structures & small % of doing heavy damage to local starbase (cannot destroy a starbase in this fashion) Pre-Requisite: 2 pts in Foreign Corruption and Psi-Cops
Four Harmony Temples
Psi-Cops Level 3-4 - Increased chance of catching spies. %
Five Harmony Temples
Envoy Abilities -- 'Plausible Deniability' Level 1-2 smaller % chance (upped by culture) to deny responsibilty for sabotage (Requires 2 levels in Induced Leniancy)
Pirate Beacon - Requires Inspiired Wrath: Underworld elements lead the pirate factions to believe that there is a great deal of wealth to be plundered on the target world. % chance to change targets.
Six Harmony Temples
Scout Ability: Drop Sabateur/Spy -- Drops a sabatuer in the local gravity well. Cannot autocast. 180 sec cooldown. 150 energy requirement. Requires Espionage Level 3-4 pre-requisite.
Psi-Cops Level 5-6 - Increased chance of catching spies. %
Seven Harmony Temples
Envoy Abilities -- 'Plausible Deniability' Level 3-4
Assassinate Officials - Create absolute havoc on a planet through local high official assassination. Similar to Revelation Provoke Hysteria. Causes 120 seconds of solid declination in tax income and local trade income. Double % chance to be caught by law enforcement.
Eight Harmony Temples
Deliverance Engine Ability: Turncoat - small% chance per ship in gravity well to "see the light" and change allegiance. Requires Deliverance Engine Research
Divinity Enforcement Overseer - Temple of Communion ability - Sends a powerful psionic wave throughout the local gravity well routing out any foreign spies/sabateurs. Requires 2 pts in Total Assimilation and 1pt in Eyes of the Converted
Hostility
7 Temples
Stealth attack --Hostily Temple Ability-- Allows a fleet to move all of the way into a planet's bombing range undetected. Ships transit to another planet slowly (slowboating) to keep from being detected in phase space. Requires full anti-matter reserves, effects all friendly ships in the gravity well. No autocast.
