Yeah, like Pbhead pointed out, it is affected by the game income speed and by things like cargo holds -- but not allegiance. Allegiance only affects planet based credit and resource income.
I think 0.06 is the "normal income rate" amount, right? I don't quite recall, but it sounds about right for the baseline. Someone who mods and looks at all the source files would probably have to verify it. If you take .06 and multiply it by 10 extractors (your refinery covers AT LEAST 10 extractors, right?), then you would get 0.6 resource per sec, and if you multiply that by 4 (or 4.5 or 5 depending on personal theory of exchange) you would get its rough value in credits...so at least 2.4 credits per sec. Assuming you are not overstocked and are dumping it on the black market, that isn't a bad return.

I have also confirmed that cargo hold smatter and allegiance does not. Did not know that type of extractor matters.
These experiments were at normal game speed.
Since (usually) I find myself long one resource and short the other, it depends on the mix of resources as well as the number.
