Actually thats false. Many studies and IQ surveys have returned with very positive results. People with more money are indeed more intelligent and have a better education.
As for the arguement of old people leaving and new people coming, I just have to say that there are a lot more new people coming then going.

Which can't possibly be true. In the US, the distance between those in poverty and those in the top income bracket is probably one of the biggest in the world. And its been increasing.
