Playing a large map with 8 races. The torians declared war on me, sent a huge invasion force, I blew up quite a bit of it, they asked for peace and I accepted. Their fleet started heading back. About 15 turns later they declare war again. This time, each and every one of their ships in the entire galaxy has stopped moving. For about 10 turns now none of their ships move or do anything. I can happily destroy them all. All the other races are moving along just fine.
