Right Click doesn't come up on right click

Start Menu does

I can't make the Right Click menu wider or narrowe and I can't open Right Click with Winkey, instead the start menu comes up. it is fine to right click on desktop, it works, but not over top of open program.

I found it. sorry for wasting space here. In hotkeys have to check use key

You can change the hotkey to one more suitable..

I would be lost without my Right Click program..
