Since the upgrade, I have been unable to move and drop an icon from my desktop to a fence of my choosing. Windows 10 Pro 10.0.19044. Can you help?

Sorry did that, did refresh, did reinstall. Also, for some reason, I made a new log-in for the issue but Stardock doesn't recognize it so back to the old account. So, any ideas?
