Its easy for me to repro. I have 2 fences lined up side by side (left, right). When created there was a gap between them that I didnt want. I dragged the fence edge to extend/reduce the width of the fence as desired. I chose to reduce the window size until it was the min width for the existing icon size. In this way the fence displayed all the icons and text correctly. I did the same for the other fence. Now I dragged the fences so they were separated by 1 pixel (essentially they were adjoining). Everything originally displayed fine. After a while, as I said, one fence started clipping a portion of the text such that it looked like one fence was overlapping the other. When I click fence 1, both fences display correctly. When I click fence 2, the clipping occurs.
If i remember its not possible to create overlapping fences, so this is really perplexing. I played with width some more and noticed if width is too narrow, the icon text wraps. Since I am not seeing wrapping I know the fence width is fine.
Im at a loss to explain it, but it has been occurring for months over multiple versions of fences. I just got tired enough of it to post a question
