Hi. I'm unable to share any video at this time, so the best I can do is tell how to reproduce.

1. The image I am referencing is the Start button when it has no interation with it; no glow in the button.
2. Hover over it. It glows for less than a second, then it goes back to the non-hover state, while still hovering over it.
3. Note that when you move the mouse after #2 happens, it'll glow again, but once you stop moving the mouse (or a half-second later), it'll cause #2 again.

When I uninstalled Start10 and rebooted, I got the regular behavior of the Start button back, where it glows no matter what during hover.
