The Community Skin project was open to all-comers until we had sufficient people to do all of the apps...some did more than one.
If anyone wished to upgrade or update them you'd be quite free to....provided prior to public release someone such as myself checked the appropriate credits and history was still in place....we had formulated a 'license' of sorts as everyone was making use of each-others' graphics...to a degree...
