Ok I have a problem .... but it is not about any bug or something ... it's just that I want this Skin but i cannot find it anywhere, and I have tried hard looking for it.

Look at the Start Button and the Menu Color Bars... im looking for that WindowBlinds skin and i dont know it's name or anything else but the picture.. If anyone knows about it please tell me or post a link.

If you're referring to the colored tabs just above the task bar towards the bottom of the screen shot (that say Main, Apps, Internet, etc.) then it's not a skin you're looking for, but rather the program Object Dock (and because they're tabs, it would be Object Dock Plus which isn't a free program). You can view Object Dock (free version) and Object Dock Plus (paid version) and their respective abilities at https://www.stardock.com/products/objectdock/ If you're infact referring to the actual skin of the task bar, it's either a port of XP Luna Blue or just the actual XP Luna Blue theme available with WinXP.
