My first post here, please tell me things I did wrong in a nice way!!

Anyway I am playing terran on largest map type, I have over 100 starbases.  I just noticed that bases mining Relics are not producing culture as the ALluring ideology would have me believe they should.  THese are the deep space starbases.  I have had alluring for around 50 turns now and no increase in radius.

I think this is a bug.

Expected behaviour:  After choosing alluring as an ideology on the benevolent affinity ( Prominence IV ) all starbases would produce culture there by increasing their culture radius

Observed behavior:  Mining and starbases mining relics are not producing culture 

I have saved and reloaded a few times ...

Oh yeah other bug... after reloading a game often the research menu will not have the proper colors on last researched tech - instead it will be grey ... after researching another tech this will fix itself.
