It's a general "funky thing" with all the colony cap abilities. I hesitate to call it bug, because it really isn't. Basically what happens is when the colonize ability is used, it launches little pods that go toward the planet. What the game does is it waits for those pods to finish their travel before it goes on with part 2 of the ability, which is the various bonuses depending on the race. I hope it gets changed to either be independent of the pod travel times, or just reduce the pod travel times from 30 seconds to 5-10, at the most.
