No. But you can use SDC to download and archive it from a connected computer. Then transfer the archive on the other computer, install SDc on it and install from archive.
But you must be warned that you probably won't be able to start the game immediately on the offline computer as a one time activation, linked with the windows installation is needed. Some e-mail exchanges to get the needed sig.bin file will be required. The corresponding process will be explained when launching the game.
As TotA is an add on, you need to have the latest version of GC2:DL and GC2:DA on your computer. And the only way to pacth them will be to use SDC. Sadly, if your playing computer is offline, that means you will need to download and archive GC2:DL and GC2:DA in order to install them.
