Okay, I've had the game a few days now, and have been trying to figure out how the game figures production. It's driving me crazy, though, because the numbers I'm getting on my screens are different from the ones that the game manual (and simple mathematics) lead me to expect.
For instance:
I have my spending set at 100% to simplify things. I'm spending 109 bc per turn, but 39 of those are maintenance. So actually, I'm spending 70 bc per turn on production (mps and tps). However, on my homeworld alone I have industry in place that CLAIMS to generate 100 points of production per turn (60 mps and 40 tps). So why on earth am I producing only 70 in my whole empire?
I thought that 100% spending meant I was buying EVERY point I could produce. Why are so many going to waste?
