The mods folder in 1.2 is located in the GC2 install directory, not in My Documents (where there was a mods folder before, but it wasn't used). The usual location will be at C:\Program Files\Stardock\TotalGaming\GalCiv2\Mods, but it may vary if you installed it elsewhere.
