I've just noticed this since upgrading to v1.2b2
Late in the game, the A.I. opponents seem to have stopped building new buildings on empty tiles and only upgrading used ones. For example, A.I. has a class 23, but is only using 7 of the tiles and leaving the rest unused.
The A.I. also doesn't seem to build any Super Projects except for the Capitals (would assume they build Political Capitol as well, but it went MIA for some reason with 1.2)
I tested this by giving the A.I. Expert Miniaturization 3 years into the game, it's now year 7 and the A.I. players still have to attempt to build a Hyperion Shrinker, or any Super Projects for that matter...
Granted, I am slaughtering the A.I.'s at this point because they stopped building new stuff after around year 4, they also sometimes build older versions of buildings somehow instead of the latest ones (i.e., building a Xeno Lab instead of a Discovery Sphere)
Lastly, genuine bug... the Neutrality Learning Centers are finally active and actually recognized by the game as being better than the Research Academy! However, we all know it's even better than the Discovery Sphere. The only problem is that the A.I. will build Discovery Spheres or Invention Matrices instead Neutrality Learning Centers over any ones that were not finished being built. Also, once Invention Matric and/or Discovery Sphere is researched, the game adds them to the build menu and for some reason the A.I. will choose the Invention MAtrix or Discovery Sphere over the Neutrality Learning Center.
A weak exploit from this... AI opponents able to build Neutrality Learning Centers can be stopped from building them by giving them Invention Matrix or Discovery Sphere.
