In the late game in a huge galaxy, I've got a frieghter and constructor design with 25 move. The first turn they move, they move the full 25 (but you watch as their moves show 25/9, 24/9, 23/9, .. 0/9). The following turns they only move 9 (the count resets to 9/9).
