I have the same issues with the task bar on my second monitor flickering and jumping. I have two 28" monitors, an nVidia GTX960 and all scaling is at 100%. This is only happening to me when I have the task bar set to display small icons. When I use large icons, which I believe is the default windows behavior, the issues go away.
