I can confirm that the uninstall and manual install of 10.5 via the provided link has fixed things. As per an earlier message, it would be really useful to have an ability to temporarily disable WB when something like this occurs in the future. In the case of the system file dialog failing to work it made it really hard to do anything.

11.04, see this post , which the WB update check claims is the latest. However there's a followup post saying the updater isn't working properly, I'll try a manual install via the link on there.
And another thing, when you try and uninstall WindowBlinds, it asks you to close it before proceeding, but there's no way to do this.
I'm still getting this, or at least the system file dialog isn't working, see this post , since the latest Windows update a day or two back. This is with the latest version of WindowBlinds: Windows 11 Core 23H2 (22621.ni_release.220506-1250) WindowBlinds 11.04 (019 x64 - Windows 11 Edition) - 64 bit OS That is, "Check for update" says I'm running the latest release.
Looks like this problem is back with the most recent Windows update, system file dialogs fail to appear, making it impossible to open or save files. If the app uses a custom file dialog you're OK, but anything that uses the system file dialog doesn't work any more. What's worse, you can't add the app to the WindowBlinds exclusion list because that also uses the system file dialog to pick the app. Argh! WindowBlinds has problems skinning SumatraPDF, in the default config the title bar is blank and the menu bar and tabs are missing entirely. Creating an exclusion for SumatraPDF and checking "Enable this to prevent the application using glass" mostly fixes this, the title bar is black but at least the menu bar and tabs are back. It would be nice to have it skinned properly by WindowBlinds.
