Wizard1956 ... I saw your post but in my case I did not have the "Shell Icons" key in my registry file. I could have missed it. So I moved on to another solution in the posts that followed. But kudos if this solution works for others.

I had uninstalled IconPackager in preparation for an upgrade to Windows 10. After rebooting the machine, all of the images within many icons were gone. Interestingly though some icons retained their image. The icons worked when you clicked on them so they weren't broken shortcuts but because the image on the icon was missing you couldn't tell what the icon was for. The missing icon images were also missing throughout the files in Windows Explorer.
