Hmmm . . . that's too bad because I'd rather play a custom race than human, and I don't have the expansions. But at least now I know. If Stardock ever udates Dred Lords again, adding an option to have the Lords attack in Sandbox is my suggestion.
It seems to me, back when I first got Dred Lords, that the Lords occasionally came and attacked whoever was strongest in the galaxy. That hasn't happend for a very long time . . . I assumed that I had turned off a setting to make it stop for some reason. But now I cannot find such a setting.
