Regarding control alt del, Microsoft changed how that worked on Vista when they rewrote the logon UI. You should be able to set Windows to not require a CAD to login which would bypass the problem. Unfortunately, this is not limited to login. You cannot ctrl-alt-del generally. You also cannot use Windows-L to lock the computer, or any Windows-key combination.
