For those of you, who like me, can't upgrade to IE7+ due to corporate restrictions, you can still install Fences. Go to http://www.impulsedriven.com and install the latest release of Impulse. It will complain that you should run IE7+ but will allow you to complete the install. Once Impusle is installed, you can go to the My Software tab and you should see Fences in the list. The nag screen is coming from Fences.exe ... I copied that from a computer I was able to update and it seems to be working ok now.

The IE 7 requirement is because they bundled Impule as the installer package with Fences, not from Fences itself. Not sure why they are forcing us to use Impulse for freeware. Hopefully they will repackage Fences for the single download users who don't want other the other StarDock software.
