In looking into this further, it seems that even in 23H2, any floating dock will also hide when Windows Key+D is used. (Also, we have noted that some funky behavior might occur if the Object Dock UI is open when using the Win Key+D functionality, so you may need to make sure that's closed for more reliable behavior.)
The Tabbed Dock hiding can be avoided either by:
- Having the dock positioned at the edge of the screen as previously suggested,
- Or alternatively by changing the Accessibility setting for your Tabbed Dock to "Tabs on top" (as pictured below)
