When I am on the desktop, I can hover to show the taskbar but when I have a window that is maximized, I am not able to hover to show the taskbar anymore.

Please try this, turn the "Reserve one pixel at the edge..." option "on" (refer screenshot below) and see if it help with your issue.

That doesn't seem to work for me
Please try on Start11 v2.09 Beta if you have not on this version yet. It should be available in your account download page. Here is what I get on my system.
