I upgraded v3 to v4 for $7.99 and was looking for upgrade link to v5 but do not see one. Am I missing something? I see an upgrade link for the sub but not the permanent license. That is what I upgraded to prior (not the sub). Gonna be sad if theres no permanent license upgrade option.

Sorry to disappoint, but, from what I know, there is no discounted upgrade path from Fences v4 to v5 for permanent licenses.
