yes the first time you open the start menu the icons have to load the time is always almost similar only once it happened that it took longer (I haven't measured the actual time to be honest)
I thought about something, could the loading of the icons be affected by the fact that the .png icons are located on a secondary hard disk?
I would like to point out that I have always kept the icons on the second hard disk and I have never had any problems
Or could it be that there are many icons or there are a few more tabs, could this influence this?

I use the Windows 10 Style Start11 menu. I have over 200 shortcuts, all with custom icons, in 26 tabs, on two pages. If I restart the computer or restart Explorer, It takes a second for all the shortcut icons to load, but after that, they load instantly.
I believe this is normal behavior for Start11. After a restart, Start11 has to refer to the Registry to locate all the icons and load them into the Start menu. Once they are all cached, Start11 doesn't have to go out and find them again, hence the faster display time.
