Hello,
Sorry to hear you are having issues. How did you do start the uninstall process? I tried uninstall via Setting->Apps->Start11->Uninstall and get this Popup box. Did you get that error popup box after clicking on the next button?

After running ‘Control Panel->Add/Remove Programs’
I selected 'Stardock start11' and ran it.

Once I reinstalled Start11 and tried to uninstall it,
there was no error.

Just in case, I opened uninstall.xml with editplus(EditPlus - Text editor with FTP, FTPS and sftp capabilities),
but editplus did not recognize the 'iso-8859-1' encoding specified in xml.
After uninstalling and reinstalling, it was recognized as cp28593 without any problem.
