Taskbar thumbnail previews have been driving me nuts as well, as even when setting the delay to 90sec or whatever sometimes they appear after that and will not go away.
99% of the time this happens with taskbar previews because I work with them all the time, but... In some instances other tooltips appear and get "stuck" the same way. For example, if I've reacted to a Teams chat message that is situated in the highest visible part of the chat window and I quickly move my mouse through it (e.g. to go to my profile button), I can get a tooltip popping up showing what the reaction to the message was even though my mouse is hovering something completely else on the window.
Again, this is a minor inconvenience compared to the taskbar previews, but to me this same kind of behavior elsewhere would lean towards a mouse / pointer lag issue - or more like mouseover moving away from something not registering properly and thus leaving a haunting tooltip or, even worse, a taskbar preview.
Using pretty much every registry hack, local Group Policy and performance setting to mitigate the issue I've gotten to a state where I can live with it but a permanent fix would still be nice. Just my two cents for perhaps not looking at this merely as a taskbar issue.
