It's just the default resolution of my monitor, man.  But I'll elaborate a bit here: the citizen portrait has 4 quadrants.  The upper left is the citizen job icon.  The lower right is the citizen happiness icon.  The upper right empty and you can hover here and get the citizen's stats.  The lower left is empty and hovering over it gives you nothing.  Why not let the lower left also provide the citizen stats?  It's just unused real estate, as they say.
