Boric the Quick is still not appearing in my shipyards and, even more annoying, I have gotten the Boric the Quick reward for surveying artifacts over 10 times and I am only on turn 106.
You either need to:
- Make Boric the Quick appear when you say he is going to appear, or
- Stop making a "Boric the Quick" the reward for surveying artifacts
