Hello,

I want to buy Fences 4 for my personal use but I wanna install it on my office computer too. Is that possible with a Home license? And, is 19,99 dollars for 1-year use or for a lifetime?

Its lifetime for that version. If Fences upgrade to Fences V5 than you will need to buy again. All updates for V4 should be free.
