Configure apps to be excluded from grouping

I have some apps that I never want grouped.  I'd like to see the ability to specify applications to be excluded from grouping under all conditions.

I missed that the interface did not automatically apply the Groupy category when creating a new topic from within the Groupy category.  It has been edited to show in that category.
