I am trialing Start 11 and I have it configured, but the configuration does not stay for all users. So when a different user logs on, nothing is as I configured it.
Settings are saved on a per user basis as thats typically what a user would expect. Having one user impact another users settings wouldn't make them popular with other users.
If this is for corp usage or similar then we have GPO support and also the bulk of the HKEY_CURRENT_USER\Software\Stardock\Start8 registry keys can be copied to HKEY_LOCAL_MACHINE which will alter the defaults for all users. We also have the option to stop the user changing any settings at all.
If I copy over the Registry Key to HKLM, do I delete it out of HKCU?
Anything in HKCU will override HKLM for that user.
Well I copied the whole Stardock folder over to HKLM and the users are not all getting the same Start 11 configuration.
Which settings are not being applied?
The Start Button. Taskbar color. Pin Windows menu shortcut on Start11 menu turned off.

When you copied the keys did you add them to HKLM or the WOW3264 node under HKLM?
Also what keys exist under the users HKCU\software\stardock\start8 having logged in?
Anything there overrides HKLM.
It is copied to HKLM\Software.
