Sorry to hear you are having issues. For the issue, Please try purge and reinstall steps as mention here : [Link]. Just make sure to redownload the latest version from your account page. Reboot after the purge. Reinstall and reboot again after the installation. Retest and report back here.
Note : Purge and reinstall does not take away your layout snapshots. And I do believe, If you already have Fences 4 license you should be able to download the latest version for free when it come out on full release. Just need to wait a bit for the beta to be tested.
