You can change which monitor is primary if you wish in Windows which would seem to achieve what you want.
Moving your primary taskbar to a non primary monitor is extremely edge case which is probably why Microsoft have removed this from Windows 11.
I cannot say if we will or will not be offering this in a future Start11 build as it is fairly low down the priority list.
That said I believe future Win11 builds are improving the secondary taskbar to make the primary and secondary taskbars more feature equivalent (adding in the clock and I would expect to see more) which makes sense as there is no reason why they should not have been identical on Win11.
Why would you think this is an edge case? A simple Google search reveals it most certainly is not.
This is a common workflow for gamers.
Being able to move the taskbar to a secondary monitor is the only reason I downloaded Start11 to try. I will not be buying it without it.
Some Reddit posts suggested Start11 as a solution, but unless there is a button I am missing it is not possible. I am able to unlock the taskbar, but it does not appear to be able to drag and drop to a different monitor.
The reason I and many others wish to move the taskbar to the secondary monitor is because of behavior exactly like what @nickw4rd mentioned - we play games. Games tend to start on your primary monitor by default. Most games do not allow you to change this, and many games act very weird if you start them on one monitor and then try to move them to another. When I am playing a game I want to be able not only to have my taskbar, but more importantly my system tray on a secondary monitor.
I realize this thread is really old. Perhaps there is an updated plan now that includes this feature for Start11?
I would of course also be happy to be corrected if it does in fact already exist and I am just missing it in the UI.
