I just tried the Yor on base game. Even they are not getting free morale. In Crusade (and later), they should be getting 100 points of morale.
I know base game works differently than crusade and other DLC. Even the directory used to store files is different. The devs really tried hard to make the game better. They released a imperfect game (not their strong point), and kept trying to improve it until they decided that it was better to leave it and move on. I remember being able to build tiny ships with weapons with a firepower of 16 early in the game using resources, and to be able to build a lot of constructors because admin points weren't a thing back then. Back then, you would upgrade starbases using constructors, not pay money and resources and be ready next turn. Starbases could request constructors from shipyards, which created a problem if you were trying to upgrade too many starbases at once. You wouldn't be building enough warships to keep the AI from bothering you (requested constructors got pushed to the front of the queue).
I didn't mean to ruin the game for you. I was just pointing out that the devs no longer sell the base game without crusade and retribution DLC. No price mark up. Just setting the min they set for new players.
By the way, did you buy base game a long time ago? I don't think new customers can get a copy of the base game without select DLC. Or are you choosing to play without DLC?
Its an open secret that the devs are now working on GalCiv 4. I don't know the ETA. Maybe it will be better. I will be pushing during the beta to make it better.
Also, Epic games store is handing away free copies of GalCiv 3 right now. If buying is somehow a problem, you might want to check it out. It should still be going until lunch tomorrow. They do a new free game every week.
