First off thank you for your help..
So even though I had done the name change thing before, and had no success. I did it again anyways.
My first try without mods enabled on a ludicrous map, 21 players all default civs, abundant everything, with no workshop items. IT WORKED

So I tried it again with a mod(one self made changes to xml files) enabled, on a ludicrous map, 21 players all default civs, plus 21 additional players which are copies of the original default ones (so 42 civs total), with abundant everything, with no workshop items.. IT WORKED

So this is good progress,,,, for tonight I have ran out of time. But hopefully tomorrow I can slowly start to add some workshop items back in to the game, i.e. Civs and ships and see how it goes. Any ideas on what to look for or to stay away from as to custom civs/factions or ships as to compatibility with Retribution 4.1.
