In reply to Neil, there are two other forum entries which specifically mention v2004 conflicts - neither of which are the issue which you say is going to be fixed.
In reply to AzDude, I can run Administrative Tools OK with Start 10 installed - just as long as I don't select them from Start 10
I have Administrative Tools as a Menu on Start 10. I have Start 10 as the menu of choice upon clicking on the Windows start icon. I click on that icon, select Administrative Tools and then Explorer.exe crashes.
If I use the Windows menu instead of Start 10, Explorer.exe does not crash upon selecting Administrative tools.
I uninstalled Start 10 and installed the "Iobit" competitor Start 8 and set it up in the same way. Upon choosing Administrative tools from the menu on Start 8 there is no crash.
The crash is specific to Start 10 and the selection of Administrative Tools from a menu.
I have run the Windows tools SFC and DISM which both report no errors.
On Windows forums, people are reporting similar errors with MMC and various programs
