To clarify the latest update includes the balance changes, bug fixes and some feature tweaks (hold move) in addition to the content for joining anyone who is running the DLC. However, if you want the DLC itself with the new units you need to make sure it is enabled and downloaded on Steam in the DLC manager (properties). It should automatically do this when you buy the DLC though.
