I pushed toward getting Xeno Entertainment because a couple of colonies just weren't very happy. Okay, one was at 5... So I got the tech and rushed to the two colonies in question and ... no Entertainment Network. So I get to look forward to having serious production, research, economic and population growth issues with no solution in sight.
Any ideas why this is missing?
