I've deactivated my Antivirus and everything to try this update. (Same happens with Start10). It gets hung up and I'm forced to cancel the setup. Does anyone have any ideas or suggestions?

Reboot and ReInstall the latest version from your account Reboot .
If you have an Ad Blocker running shut it down.

What I had to do, unfortunately, was reboot into SafeMode, then I could install no problem. My big concern is why anyone should have to do that.
Oddly enough, Windows 10 Smart Screen will cause this sometimes, which is why I always turn off Smart Screen. As well as UAC. These things aren't needed. Microsoft always has to make things harder.
