It is unclear from the promotional material if I will be able to share games with all of my friends, or only other people who have purchased The Video Game Machine -- though the material does seem to suggest the latter. Can I get clarification?

Ah, ok. That certainly makes the app a lot less attractive then.
Some limited play only / no mod sharing to those that don't own the app would be required before I am interested. Without the ability to share with others that don't own the app, this is DOA in my opinion...
We have plans for a free 'player' - were you can download and play games, just not make them - but our top priority is making the 'Making' part fun 
The current plan is to have a free player app for iOS and Android but not until after the maker is done.
