The program is Stardock Keyboard Launchpad. this is the reply:
User Account Control. This app has been blocked for your protection. An administrator has blocked you from running this app. For more information, contact the administrator. keyboardlaunchpad_public.exe. Publisher: Unknown. File origin: Hard drive on this computer. It then shows the program location.
I am the Administrator and try to run the app as such.
