why does a single window with nothing else grouped have the group tab?

Wouldn't it make more sense to only have the groupy tab above the titlebar displayed IF I have grouped tabs?

Click on the three dots after the tabs and uncheck "Always show tabs for this type of window."

thanks but the window I want the most is Explorer and that is one that does it...
