How to Fix the Problem when Fences and Icons Will No Longer Move!

I had a severe problem when my Icons and Fences

seemed to be stuck and I could not move them!

I notice other people on the Forum have complained about this, 

but no-one has come up with a Solution!

It really is a simple Solution and

it should be readily available and  clearly visible in the 

Support Documentation.

Just Right Click on a Blank Area of the DeskTop 

and Click on 

'View'

Make sure that 'Lock Fences' is UnTicked!

Right Click Desktop > View

It's so simple that it doesn't work!

This "solution" did not solve my stuck icons problem with Fences 2.13 on Windows 8.1.

OK, Now check in Fences settings to be sure that Lock Desktop isn't checked.

That option may not be available in 2.13. I am running the beta 3 version.

I contacted support. For now the problem has not been solved.
Fences do not seem compatible with the latest version of windows (1607 anniversary update)...
