Xeno Commerce currently unlocks the Entertainment Center, which gives both the Altarians and Drengin access to this improvement. However, both races already have their own line of approval improvements.
The Altarians can also upgrade the Entertainment Center to a Stadium (which gets unlocked by Interstellar Tourism). This gives them two fully functional lines of approval improvements.
I don't think, that this is intended.
