If it's like that the escape scroll is VERY situational or close to worthless.   If you get attacked and escape you are going to be sitting next to whatever it was that attacked you and it will probably just attack you next turn as well so you just lost a turn essentially for nothing.

It could be useful I guess if you attack something and didn't realize that the battle would be more than you could handle you could escape, but again you'd end up right next to whatever it was and it could just attack you. 

still I don't think this is a great solution.

Perhaps it could be modified to exit tactical battle but give you full movement points again or exit tactical and set movement to  two points.

And update the description to reflect what it actually does.
