Fences 2 doesn't respond and cannot be uninstalled

I used fences 1, all was really cool. I install fences 2 and some times ago,
nothing work anymore : can't create new fence, can't add icon to an existing
fence, I can't launch the configuration window of fences ... it even seems that fences.exe doesn't appear in the window task
management (but maybe it is normal ??).
So I unsintall it. The problem is that now, my desktop is empty, like if I
was in invisible mode of fences. To recover my desktop icons, I had to
reinstall fences 2. But again, I'm not able to do anything 

Anyone an idea ??
