Normally the spells are updated if I increase essence by building better infrastructure, so don't know here
4 Essence, where did you find that. I have found a three and consider myself lucky
Just the normal 2, and then I built a pool (building from enchantment (I think) special pick on race creation) and an Oracle (Lvl 3 Conclave)
On another note, its an update bug, a recast stated the proper 4 extra growth.
DId the extra essence come in after the spell was cast. Perhaps the spell does not update as essence gets added during the game.
Unlike other city enchants (that update the effect after an essence upgrade), the Sovereign's Call enchant on a city does not get updated when the amount of essence in the city increases (scrying pool, oracle upgrade) and needs to be dispelled and recast. Hopefully this minor bug gets cleaned up in the next release, assuming they are keeping the spell in the first place.
